If you are applying for a government job, a foreign university, a scholarship or a work visa, you will probably be asked for HEC-attested degrees. HEC has moved degree attestation to a fully online e-Attestation system, so you no longer need to stand in queues or send your originals by courier.

Who needs HEC attestation?

  • Graduates applying for jobs abroad (attestation by HEC is usually followed by the Ministry of Foreign Affairs and the destination country’s embassy)
  • Students applying to foreign universities and scholarships such as Commonwealth or CSC
  • Candidates for some government jobs in Pakistan

Before you start

  • Make sure your university and campus are HEC-recognised. HEC only attests degrees from recognised institutions.
  • Have your original degree and transcripts ready. HEC attests originals only; photocopies are not processed.
  • Scan each document in colour at good resolution, with all four corners visible.
  • Keep your CNIC and an active email and mobile number handy.

Step-by-step process

  1. Open the portal at eservices.hec.gov.pk.
  2. Create an account using your CNIC and email, or log in if you already have one.
  3. Add your education details: degree title, university, session, roll/registration number.
  4. Upload scans of your original degree and transcripts.
  5. Pay the fee online through the payment options shown in the portal. Fees depend on the type and number of documents.
  6. Track your case on the dashboard. HEC may contact your university to verify the degree.
  7. Download your e-Attestation certificate when it is approved.
  8. Share and verify: employers and embassies can verify the certificate on HEC’s verification page.

Common reasons for delay

  • Blurry or cropped scans
  • Name or date of birth that does not match your CNIC
  • University has not yet verified the degree in HEC’s system
  • Degree from an unapproved campus

Next steps after HEC

For use abroad, you may also need attestation from the Ministry of Foreign Affairs (MOFA) and then the embassy of the destination country. Check what your employer or university requires before you begin, so you do everything in the right order.

Can I still visit an HEC office?

HEC has moved attestation online. Applications under the old system had to be completed by 30 June 2026.

Does HEC attest matric and intermediate certificates?

Secondary and intermediate certificates are attested by the IBCC, not HEC. HEC handles university degrees.
